
Gorontalo City, Kominfotik – The Gorontalo Provincial Regional Legislative Council (DPRD) has established the Draft Regional Regulation (Ranperda) concerning the second amendment to Gorontalo Provincial Regulation Number 11 of 2016 on the establishment of the regional apparatus structure to become a Regional Regulation (Perda). This was established through the 59th plenary meeting on Monday (11/17/2025).
The Chairperson of the SOTK Special Committee (Pansus), Umar Karim, conveyed that the purpose of establishing the SOTK Regional Regulation is to create a regional apparatus based on efficiency, task division, flexibility, and regional potential. There are several regional apparatuses that have undergone mergers, splits, and name adjustments.
Some of these Regional Work Units (OPDs) include:
The Department of Tourism is changed to the Department of Tourism, Creative Economy, Youth and Sports.
The Department of Food Security is changed to the Department of Food Security, Food Crops, and Horticulture.
The Department of Agriculture is changed to the Department of Livestock and Plantations.
Furthermore, the Regional Personnel Agency (BKD) and the Human Resources Development Agency (BPSDM) are now merged into a single institution with the name change to the Personnel and Human Resources Development Agency. Then, the Finance Agency is split into two institutions: the Regional Finance and Asset Agency and the Regional Revenue Agency.
Meanwhile, the Department of Public Works, Spatial Planning, Housing and Settlement Areas underwent a name adjustment to become the Department of Public Works, Spatial Planning, Public Housing, and Settlement Areas. The reason the Department of Education and Culture was not merged with the Department of Youth and Sports was due to consideration of the workload, while on the other hand, the provincial government is chasing the Net Enrollment Rate (APM) for education in Gorontalo Province, which currently stands at only 61.23 percent or equivalent to the APM of Papua Province.
Gusnar also conveyed that the 2026 Regional Budget (APBD) must be implemented with the new SOTK. Regarding the implementing apparatus, Gusnar stated that preparations are currently underway, from the budget-user authority to the technical project officers (PPTK). Thus, by the implementation of the 2026 fiscal year, the entire apparatus structure, from the head down to the implementers, will have been finalized.
