Governor Rusli Calls on Civil Apparatus to be Digitally Literate

 

The Acting of BKN’s Head, Bima Haria Wibisana presented the BKN Award to Gorontalo Governor Rusli Habibie. The award was handed over at the Provincial Personnel Communication Forum at the GPCC, Gorontalo City, Wednesday (12/8/2021). Gorontalo is known to be ranked I in two categories of administration type C and ranked III for two categories. Best I for the category of staffing commitment and supervision as well as the category of competency assessment. GORONTALO CITY, Kominfo – Gorontalo Governor Rusli Habibie encourages every Civil Apparatus to be digitally literate. Governor Rusli delivered this when opening the Provincial Personnel Communication Forum which was also attended by the Acting of BKN’s Head Bima Haria Wibisana at the GPCC, Gorontalo City, Wednesday (12/8/2021).

Rusli conveyed that the current digital era requires all civil apparatus to adapt and master it. To those who are not technologically literate will be crushed by an era that demands ease of service and minimizes face-to-face meetings.

It’s been started with the COVID-19 pandemic era, by working from home. This ia aimed to be digitalization, the work is easier, faster and there are less people,” Rusli expressed. Rusli also reminded that  a central government plans to simplify the bureaucracy by maximizing digital services. Therefore, civil servants is asked to learn and improve their competence.

To those who have entered retirement age, Governor encourage them to prepare themselves to become farmers. According to him, there are still many ways to stay productive in old age. As he aspired to when he stopped being governor on May 12th, 2022. “So I invite to all of you who are about to retire to do farming. Yesterday I saw land for durian orchard in North of Gorontalo. Let’ s do farming ,” he stated

Meanwhile, the Acting of BKN’s Head Bima Haria Wibisana was the main speaker with the theme Civil Apparatus Management in the Digital Era. According to him, the paradigm of bureaucratic service must have shifted to a digitalization system.

The vision of a world-quality bureaucracy will not be realized if the reform of the Civil Apparatus bureaucracy is slow. One of the proofs if there are still many Civil Apparatus in the administration  with very low competence. A total of 4,121,476 civil servants in Indonesia, 1,559,695  or 38 percent of the administrative staff. 6 percent technical staff and 11 percent structural. The other 35 percent are teachers, 2 percent are lecturers and 8 percent are medical staff.

“Technical, administrative and structural are 55 percent. So if you look at the burden of making a world-class bureaucracy, where is it? The problem is that this administration has very low competence. We cannot expect much to carry out reforms and changes,” Bima explained.

Being the main spokeperson, Bima handed over the 2021 BKN Award for the Provincial Administration, City Administration and Regency Administration who achieved the best results in the assessment of personnel management. The Provincial Administration was ranked I in two categories of type C administration and ranked III for two categories. Best I for the category of staffing commitment and supervision as well as the category of competency assessment. Best III for the category of SAPK implementation and utilization of CAT as well as the category of performance appraisal implementation.
