OPD Restructuring, Vice Governor: Positions Based on Competence, Not Proximity



​The Vice Governor of Gorontalo, Idah Syahidah Rusli Habibie, has firmly stated that the restructuring of Regional Apparatus Organizations (OPD) is being conducted professionally and based on competence—not personal proximity, nepotism, or any “pay-for-position” practices.

​This statement was delivered during the first Morning Assembly of 2026, attended by all Civil Servants (ASN) and Government Employees with Work Agreements (PPPK) within the Gorontalo Provincial Government on Monday, January 5, 2026.

​Adapting to Modern Challenges
​Vice Governor Idah explained that the OPD restructuring is necessary because the current organizational structures are no longer fully relevant to future development challenges, particularly regarding the digital economy and climate change. She emphasized the need for a bureaucracy that is:
​Adaptive and lean.
​Aligned with public needs.
​Effective and Collaborative, moving past “sectoral egos” where departments operate in isolation.

​”Every government policy and program must be directly proportional to the needs of the community. We want a bureaucracy that leaves behind sectoral egos; no OPD should be working on its own anymore,” she asserted.

​Upcoming Leadership Changes
​The Vice Governor revealed that leadership changes within various OPDs will take place in the near future as part of the organizational realignment. These changes will include:
​Rotations across departments.
​Expert Staff assignments.
​Adjustments for Echelon II, III, and IV officials once the penning process is finalized.

​”This is only a few days away. Everything is being done through established, official mechanisms,” she stated. Regarding the selection process, she emphasized that there is no need to “seek favor” with the Governor or Vice Governor, as the system uses talent management that cannot be interfered with by outside parties.

​A Vision for 2026
​Closing her address, Gorontalo’s first female Vice Governor expressed her hope that 2026 would be a year of “proof” and bureaucratic refinement. She called upon all ASN and PPPK staff to leave behind unproductive habits and embrace the new year with renewed energy, dedication, and a superior work ethic.
