
Gorontalo City, Kominfotik – The budget absorption of the Gorontalo Provincial Government’s 2025 Regional Revenue and Expenditure Budget (APBD) reached 92.67 percent as of late December. This achievement was reviewed during a leadership evaluation meeting at the Governor’s Residence Hall on Thursday (1/8/2026), led by Governor Gusnar Ismail, accompanied by Vice Governor Idah Syahidah Rusli Habibie and Provincial Secretary Sofian Ibrahim.
Physical realization was recorded at 96.55 percent, while financial realization reached 92.67 percent out of a 100 percent target. These figures reflect strong program execution performance throughout the year.
Revenue Performance and National Standing
The regional revenue realization for Gorontalo Province was categorized as excellent. As of December 31, 2025, regional revenue reached 106.86 percent, positioning Gorontalo to potentially rank among the top five provinces nationally.
Local Original Revenue (PAD): This was the primary contributor, with a realization of 122 percent. This success was supported by the gradual implementation of new tax rates since May 2025, which avoided public unrest.
Transfer Funds: Revenue transfers from the central government were also optimized. All transfer funds were 100 percent distributed, with an actual realization reaching 101 percent.
Expenditure and Cash Flow Stability
Regional expenditure realization stood at 92.51 percent. Certain activities that remained unfinished will be carried forward through the Revised APBD (APBD Perubahan).
Capital Expenditure: Realization was recorded at 82 percent, which has had a positive impact on the availability of the regional cash balance.
Early Year Funding: Due to this healthy cash position, the Gorontalo Provincial Government is capable of financing early-year requirements—including the payment of regular salaries and the “13th-month” salary—without waiting for central government transfers.
Governor Gusnar Ismail assessed that the 2025 regional financial performance is in a healthy and positive state. Revenue surpassing targets, increased PAD, and efficient spending provide a strong foundation for the province as it enters 2026.
