Way out of 329 Non-Database Teachers Issue

​Gorontalo Governor Gusnar Ismail, in a meeting with representatives of Non-Database Teachers within the Gorontalo Provincial Government.

​Gorontalo City, Kominfotik – The Gorontalo Provincial Gov’t has taken various measures to fight for the fate of 329 non-database teachers. The efforts met a dead end following the issuance of Circular Letter number B/5645 SM.01.00/2025 dated November 25, 2025, from the Ministry of Administrative and Bureaucratic Reform (Kemenpan RB), addressed to all Provincial and District/City Regional Secretaries.

​The Provincial Civil Service Office (BKD), Rifli Katili, explained on Monday (1/12/2025) that at least three efforts had been made to accommodate them.

​First, holding a meeting between the representatives of the 329 non-database teachers and the Governor of Gorontalo a few weeks ago.

​Second, the results of the meeting were followed up with the issuance of Governor’s Letter Number 800.1/BKD/2342/10/2025 dated October 1, 2025, addressed to the Minister of PAN and RB, with a copy to the Head of the BKN RI (State Civil Service Agency). The essence of the letter was a request to reopen the PPPK (Government Employee with Work Agreement) recruitment for these teachers.

​Third, BKD, along with the Gorontalo Provincial Education and Culture Office and representatives of the non-database teachers, went to Jakarta to confirm the said letter. Meetings were held twice: first, meeting with BKN officials, who were received by the Directorate of ASN Procurement on Thursday, November 20, 2025, and second, on Friday, November 21, 2025, being received by the Ministry of PAN and RB.

​”The result remained the same. The central government firmly stated that the selection for PNS (Civil Servants) and PPPK has been declared finished. In fact, Kemenpan RB issued an official circular letter number B/5645 SM.01.00/2025 dated November 25, 2025, addressed to all Provincial and District/City Regional Secretaries,” Rifli added.

​”With the issuance of that letter, the policy from the central government is essentially final: there will be no more PPPK recruitment until the end of this year. We must comply with the existing regulations,” added the former Head of the Communication and Informatics Office.

​Despite this, the Governor of Gorontalo did not remain silent, instead pursuing a policy through the Regional School Operational Assistance (BOSDA) Fund. This fund is being used to pay the honorarium (stipend) of the teachers in question as a form of concern and commitment to the fate of teachers and the world of education in the region.
