
Gorontalo City, Kominfotik – The Gorontalo Provincial Government has begun implementing the electronic system for Employee Additional Income or e-TPP (elektronik Tambahan Penghasilan Pegawai). This step is taken to realize the management of civil servants’ allowances that is more transparent and performance-based.
This was revealed by the Regional Secretary of Gorontalo Province, Sofian Ibrahim, during the Socialization on Assessment, Reduction, Delay, and TPP Information System. The event, which also included the socialization of the ‘ASN of the Month’ award, was held at the Governor’s Official Residence Hall, on Tuesday (4/11/2025).
Sofian explained that the system for granting TPP within the Gorontalo Provincial Government continues to evolve. Initially, the allowance was still called the Regional Performance Allowance (Tunjangan Kinerja Daerah or TKD), and its assessment was solely based on attendance.
The system has now been refined with measurable performance indicators. The assessment is based on work achievement, workload, and the discipline level of the Gov’t officers (ASN).
He stated that the Gorontalo Provincial Government is currently developing the electronic TPP system. Six Regional Work Units (OPD) have been designated as pilot projects for the implementation of the e-TPP system.
These six OPDs are the Regional Finance Agency, BKD (Regional Personnel Agency), Inspectorate, Bureau of Organization, Bureau of Law, and the Communication and Information Agency. The implementation in these six OPDs is the initial phase before being applied throughout all regional agencies.
Through this system, the assessment and management of TPP are conducted digitally. This includes the process of reducing and delaying TPP for Civil Servants who do not meet the provisions.
Furthermore, Sofian also revealed the governor’s directive to review the TPP amount based on job level. The adjustment is being made to ensure that the provision of the allowance remains proportional and aligns with the capacity of the regional budget.
